Project Location and Limits

This project will be completed along Nippersink Boulevard from Grand Avenue to Oak Street for a total distance of 0.3 miles in the Village of Fox Lake, Lake County.

Purpose and Funding

This roadway reconstruction project is part of the Village of Fox Lake’s continued initiative to improve the infrastructure throughout the community and is necessary to improve the driving surface, stormwater management, functionality, and reduce future maintenance costs of the roadway.

This project will be funded by a combination of Surface Transportation Program (STP) funds provided by the Illinois Department of Transportation (IDOT) and local funds provided by the Village of Fox Lake.

Project Scope and Schedule

Proposed Improvements

In general, the proposed improvements will consist of the complete reconstruction of Nippersink Boulevard on its current alignment with the addition of clearly defined bike lanes, a new storm sewer system, a new retaining wall along the east side of Nippersink Boulevard, and a new street lighting system. This work will be completed in several phases, or stages, which will typically include:

  • Remove the existing pavement, concrete curb and gutter, sidewalk, and driveway aprons.
  • Earth excavation to proposed elevation.
  • Install new storm sewers and drainage structures.
  • Construct new concrete curb and gutter and update the sidewalk ADA accessible routes, where applicable.
  • Install new retaining wall system and street lighting.
  • Place the first layer of new asphalt pavement.
  • Parkway restoration, as needed.
  • Place the final layer of new asphalt surface.
  • Install new pavement markings.

It is anticipated that this project will not include any water main or sanitary sewer improvements or modifications.

Staging/Phasing

While the roadway will not be completely closed to all vehicular traffic, a detour route for northbound traffic only will be in effect throughout the duration of this project. The proposed work will be completed in multiple stages as follows:

  • Stage 1A: The work zone will be the west side of Nippersink Boulevard from Oak Street to Ernest Avenue.
  • Stage 1B: The work zone will be the west side of Nippersink Boulevard from Ernest Avenue to Grand Avenue.
  • Stage 2: The work zone will be the east side of Nippersink Boulevard from Oak Street to Grand Avenue.

What To Expect

The construction operations will likely create delays in travel, and motorists should allow extra time through the area. Access to all homes and businesses will be maintained, whether by temporary or permanent pavement, however, there will inevitably be delays encountered throughout the project. As with any construction project, there will occasionally be inconveniences you may experience when traveling through the area, but the Village and Contractor are working together to minimize the disruptions and nuisances.

The project team thanks you in advance for your patience and cooperation during this project. Motorists are urged to pay close attention to orange signs and flaggers in work zones, obey posted speed limits, avoid cell phone use, and be alert for construction workers and equipment.

Please be advised that all proposed construction is within the Village right-of-way or easements. Where private improvements are in the parkway or Village right-of-way, (such as sprinkler systems, landscape features, special decorative rocks, special vegetative plantings, etc.), the Contractor will attempt to work around them, but the Village will not repair or replace private improvements within the parkway or Village right-of-way that are damaged during construction operations.

Metra/Pedestrian Access

The proposed staging of this project was designed to allow for maintaining as many existing commuter parking stalls as possible. Temporary pedestrian detour routes may be in place at times throughout the project duration. The Contractor will be required to provide temporary access to all public entrances.

Motorists and pedestrians are urged to pay close attention to orange signs and flaggers in the work zone – temporary vehicular and pedestrian routes will change as construction continues.

Schedule

The Nippersink Boulevard Reconstruction project is scheduled to begin on Monday, February 15, 2021, weather permitting, and we anticipate the project being substantially completed by September 17, 2021.

Weather and unforeseen circumstances may adversely affect the proposed schedule.

In accordance with the Village of Fox Lake Ordinance, daily working hours for the construction project are from 7:00 AM to 6:00 PM, Monday through Saturday. There is currently no work anticipated on Sundays or major legal Holidays.

Project Update

The new pavement markings are installed on Nippersink Blvd.

The contractors continued work on the street lighting poles, installed the new pavement markings along Nippersink Boulevard (including the new dedicated bike lanes), and they continued to clean the project up. Next week, weather permitting, the contractors plan to install the new signs along Nippersink Boulevard and complete the general clean up work for the …

The final paving is complete on Nippersink Blvd.

The contractors completed paving the second and final layer of asphalt on Nippersink Boulevard. They also completed the landscape restoration, removed the detour and traffic control devices, and began some punch list work as well as general clean up.
